As a Senior Financial Consultant with CAC Agency’s Benefits Practice, Murray specializes in pharmacy benefit strategy, PBM contracting, and self-funded health plan optimization. He leads PBM RFPs, conducts PBM contract reviews and negotiations, and delivers rigorous financial comparisons that uncover hidden risk, pricing inefficiencies, and performance gaps. His work consistently drives stronger vendor accountability, improved transparency, and measurable savings.

Murray combines deep underwriting expertise with advanced claims analytics, ROI/VOI modeling, and contribution strategy to help organizations align benefit design with financial sustainability. Known for transforming complex data into clear executive insights, he equips leadership teams with the clarity and confidence needed to make high-stakes healthcare decisions.

Prior to joining CAC Agency, Murray spent more than 13 years at Willis Towers Watson, where he served as Director of Health and Benefits, advising large employers on financial strategy, funding arrangements, and long-term benefit optimization.

He holds a Master of Health Administration from Georgia Southern University and a Bachelor of Science in Business Administration with a concentration in Finance and a minor in Biology.
